Why Farmers will march in Delhi on Thursday against agricultural laws?

Rejecting all appeals to postpone the protest against the five agricultural bills passed by the Modi government, the farmers have warned that they will march for Delhi as per their announcement on Thursday, November 2 and if any attempt is made to stop them. If done, all roads leading to Delhi will be blocked. The Indian Farmers' Union has also slammed Haryana Chief Minister Manohar Lal Khattar's appeal not to allow protests this year. It should be noted that farmers in Punjab and Haryana, in particular, have been protesting since the approval of agricultural bills.

Farmers say they are happy with the state's passage of all three bills but point out that the proposed state legislation is at best a symbolic political statement against the Centre's farm laws and could be embroiled in legal complications.

Why are Punjab’s farmers marching to Delhi despite the state passing their own farm Bills?

Farmers in Punjab protesting against the three recently enacted farm laws will be reaching the National Capital on November 26 and 27 as part of their ”Delhi Chalo” march call. They are going ahead with the march despite Punjab Vidhan Sabha rejecting the three laws by a unanimous resolution and passing three farm amendment Bills removing the state from the central legislation's ambit.

Why are Punjab’s farmers still protesting despite the state passing Bills negating the central agri laws?

The march called, initially given by The All India Kisan Sangharsh Coordination Committee (AIKSCC) — a body of more than 200 farmers’ organizations across the country — has garnered support from nearly 500 farmers’ bodies. While farmers have lifted blockade from all the tracks and agreed to let all trains run in Punjab, there have been no relent in their protest against the central laws.

The three Bills passed by the Punjab Vidhan Sabha underscore that agriculture, agricultural markets, and the land are the state's primary legislative domain. Seeking to address one of the main grievances of the protesting farmers, the Bills, among other things, make minimum support price (MSP) a legal provision.

What farmer says?

“We are protesting because the central laws have legal value. The state’s Bills do not have the same legal validity. We will not sit until the anti-farmer laws are not revoked, or the Centre does not pass a Bill related to MSP. Agriculture is a state subject, and Centre could not create confusion by passing laws on subjects in the state list,” says Jagmohan Singh, general secretary, Bharti Kisan Union (Dakuanda). He says that now the fight is not only for the farmers of Punjab but for the farmers of the entire country, and that is why we are protesting “despite state passing its own Bills.”
